Hello i have a paypal question?

Okay i have two paypal accounts one with money on it and one without money on it but the one without is not verified, do i have a 0 dollar spending limit on the acc because it is not verified? in other words if i transfer my money to my second acc i wont be able to use it till it is verified|||You can use the unverified account but it has big limitations on it. Many sellers on ebay won't accept payment from an unverified account, as an example.
